GTA Vice City Stories is set in 1984 — two years before the events of Vice City. You play as Victor Vance, a military soldier who gets dishonorably discharged after a drug deal gone wrong. With his brother Lance (you'll remember him from the original Vice City), Vic starts building a criminal empire. The game expands the map with new areas, adds proper swimming (no more instant death in water), and introduces a property system where you can buy businesses and defend them from rival gangs. The compressed ZIP file (about 640MB) preserves all the sun-bleached glamour of Vice City, and on PPSSPP with upscaled graphics, it looks fantastic.

Victor Vance — A More Serious Protagonist
Victor Vance is different from Tommy Vercetti. He's more serious, more military, less flashy. He's a soldier who got screwed over, and he's trying to make a life for himself and his brother. The relationship between Vic and Lance is the heart of the game — you see why Lance becomes the backstabbing, ambitious mess he is in Vice City. The voice acting is solid, with Phil Collins (yes, that Phil Collins) voicing himself in a mission where you need to get him to a concert. The story is darker than the original Vice City, but the 80s excess is still there — big hair, bigger collars, and the biggest parties.
Empire Building — Buy, Manage, Defend
The standout feature of Vice City Stories is the empire building system. You can buy businesses across the city — nightclubs, drug fronts, protection rackets, prostitution rings, and loan sharking operations. Each business generates income, but you have to defend them from rival gangs. The system adds strategic depth — you'll need to manage multiple properties, decide which upgrades to invest in, and defend your turf. The businesses also unlock new side missions and rewards. It's a preview of the property systems in later GTAs, and it works perfectly on the PSP. The empire building makes you feel like you're actually building a criminal empire, not just completing missions.
Gameplay Improvements — Swimming, Crouching, Rolling
Vice City Stories includes gameplay refinements that the original Vice City lacked. You can swim — no more instant death in water. You can crouch and roll during shootouts, which makes gunfights much more tactical. The vehicle customization has been expanded — you can upgrade cars at Sunshine Autos with new paint jobs, wheels, and performance parts. The wanted system has been improved — police are smarter and more aggressive. The PSP version includes these features, making Vice City Stories feel more modern than the original Vice City. The controls translate well to PPSSPP, though a controller is still recommended.
Installation Guide
Here's exactly how to get GTA Vice City Stories running on PPSSPP:
Step 1: Download PPSSPP from the Google Play Store (free version works perfectly).
Step 2: Download the Vice City Stories ISO using the button below (about 640MB).
Step 3: If it's a ZIP file, extract it using ZArchiver or any file manager.
Step 4: Open PPSSPP, tap "Games", and navigate to the folder containing the ISO.
Step 5: Tap the game to launch it.
Step 6: Go to Settings > Graphics. Set "Rendering Resolution" to 2x or 3x PSP for sharper visuals. Enable "Buffered Rendering" and "Hardware Transform".
Step 7: For smoother performance, enable "Frame Skipping" at 1.
Step 8: A controller is highly recommended — the PSP had more buttons than the mobile touchscreen can comfortably emulate.
• Buy the ice cream factory early — it's cheap and generates solid passive income.
• The best car in the game is the Infernus. It spawns near the golf course.
• Learn the empire building system — owning businesses is the fastest way to make money.
• Swim! Vice City Stories lets you swim, unlike the original. Use it to escape police.
• If the game stutters, turn down the "Rendering Resolution" to 1x PSP.
• The mission with Phil Collins is one of the best in GTA history. Don't skip it.
The Soundtrack — Pure 80s Gold
Vice City Stories has an incredible soundtrack. Emotion 98.3 plays power ballads. Flash FM has pop hits. V-Rock is hard rock. Radio Espantoso is Latin music. The talk radio stations are hilarious — K-Chat spoofs daytime talk shows. The standout is the inclusion of Phil Collins' "In the Air Tonight" during the mission where you escort him to a concert. The PSP version preserves all the music and dialogue, though some tracks may be compressed. Driving down Ocean Drive at sunset with the top down and "Self Control" playing is peak Vice City.
Multiplayer — Up to 6 Players
Vice City Stories includes multiplayer modes supporting up to 6 players via ad-hoc (local wireless). You can play deathmatches, team deathmatches, capture the flag, and "Protection Racket" where you defend businesses from attacking players. The multiplayer is chaotic fun — nothing beats chasing your friend around Vice City in a stolen car. The PPSSPP emulator supports ad-hoc emulation, so you can play with friends on the same Wi-Fi network. It's not GTA Online, but for a PSP game, it's impressive. The compressed ISO preserves the multiplayer functionality.
Is This Worth Playing in 2026?
Absolutely. GTA Vice City Stories is the best PSP GTA game. It expands on the original Vice City with new features, a bigger map, and a deeper story. The empire building system is addictive, the soundtrack is incredible, and the gameplay refinements (swimming, crouching) make it feel more modern. The compressed ISO is about 640MB, so it won't take forever to download. On PPSSPP with upscaled graphics, it looks great. If you're a GTA fan who's never played Vice City Stories, you're missing out. Download it, build your empire, and enjoy the 80s.
